Year One Project Accomplishments

  1. Stakeholder Advisory Committee Established – January 2007
  2. Strategic Plan Approved by Centers for Medicare and Medicaid Services (CMS) – July 2007
  3. Evaluation Plan Approved by CMS – October 2007

Progress on Three Goal Areas

Goal 1:  Improved access to long-term support services: development of one-stop system

Activity:  Establish two California Aging and Disability Resource Centers (CAL ADRCs) to provide a coordinated system of information, assistance and counseling for anyone seeking long-term services and supports.

Progress:  CAL ADRC Request for Proposal released on December 7, 2007.  Proposals due January 14, 2008. 

Goal 4:  Transformation of information technology to support systems change

Activity:  Develop and test pilot CalCareNet, the state’s aging and long-term support services website portal, at the two CAL ADRCs.

Progress:  Steering Committee established August 2007.  CalCareNet Business Case Developed/Routed for Approval October 2007.  Development of Request for Offer to select IT Vendor in progress – expected release January 2008.

Activity:  Commission a Data Warehouse Study to identify barriers to long-term support services data integration & a potential model data warehouse for CA.

Progress:  Project activities scheduled to begin June 2008.

Goal 5:  Creation of a system that more effectively manages the funding for long-term supports that promote community living options

Activity:  Complete a comprehensive study to improve the State’s understanding of the financial & structural barriers to increasing access to home and community-based services.

Progress:  Established scope and work/study elements.  Lead Researchers:  Robert Mollica, Ed.D (National Academy for State Health Policy); Les Hendrickson, Ph.D. (Rutgers Center for State Health Policy).  Charlene Harrington, Ph.D. (University of California, San Francisco) and Kate Wilber, Ph.D. (University of Southern California) to provide technical assistance.  Research activities initiated October 2007.
